Details: In total, law enforcement officers conducted 128 searches on the territory of 20 regions (the time frame of this stage is not disclosed – editor’s note). Based on the collected evidence, police investigators announced suspicions against 110 servicemen and civilians.

In some cases, the checks showed that the persons who were allegedly supposed to be cared for by the defendants did not actually have an established disability or did not need constant supervision. In other episodes, medical documents contained inaccurate information about the health of men of military age.
The law enforcement officers also found cases when servicemen, with the help of fictitious certificates, not only stopped serving, but also illegally received payments provided for by law.
Thus, a 34-year-old resident of Odesa resigned from the ranks of the Armed Forces of Ukraine based on the conclusion of the military medical commission that he was allegedly unfit for service due to his health. After his release, the man received the payments stipulated by the law, and later, in order to avoid further mobilization measures, he registered himself as the guardian of his mother-in-law, who was assigned a disability group during the same period. During the pre-trial investigation, it became clear that the man had no real medical grounds for dismissal from service, and all submitted documents contained unreliable information.
The police officers searched the places of residence of the suspects and their vehicles in Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Zaporizhzhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Khmelnytskyi, Chernihiv regions and in the city Kyiv.
Cash, mobile phones, computer equipment, medical stamps, medical documentation with signs of falsification, as well as draft records were seized from the perpetrators.
The actions of those involved in criminal proceedings are qualified under several articles of the Criminal Code of Ukraine:
• Part 2 and Part 3 of Art. 332 (illegal transportation of persons across the state border of Ukraine);
• Part 5 of Art. 407 (voluntarily leaving a military unit or place of service);
• Part 4 of Art. 409 (evading military service by self-mutilation or other means);
• Part 1 of Art. 336 (evasion of conscription during mobilization);
• Part 3 and Part 4 of Art. 358 (forgery of documents and their use);
• Part 1 of Art. 190 (fraud).
Literally: “…operation “Guardian” continues as a complex and long-term initiative of the National Police. Only last year, law enforcement officers conducted several of its stages, during which dozens of criminals were suspected.
Currently, the activities are ongoing. Operatives of the DSR and investigators of the State Security Service of the National Police continue to collect the evidence base and take measures to cancel the illegally obtained suspensions and dismissals, as well as to bring the persons involved in the abuses to criminal responsibility.
