After the SBI checked citizens’ complaints about beatings, torture and extortion of money in one of the Carpathian TCCs, as well as after official publications in the mass media, an even greater number of people who were affected by the actions of a group of RTCC servicemen led by the head began to contact the law enforcement agencies. During the pre-trial investigation, investigators established a number of facts of humiliation and improper use of force.
In particular, they used physical force on the man, only because he refused to undergo fluoroscopy. According to the investigation, the officer and the soldier took the victim to the corridor, where one of them forcibly held the victim, and the other inflicted at least five blows. Later, they took off his clothes and forcibly took him to the x-ray room. At the same time, the perpetrators did not stop beating the victim and used tear gas.
As a result of the inflicted bodily injuries, the victim received severe injuries and required surgical removal of one of the organs.
The actions of the manager and his subordinate are qualified under Part 3 of Art. 127 of the Criminal Code of Ukraine – torture committed by a state representative. The sanction of the article provides up to 12 years of imprisonment.
The court took the officer and his subordinate into custody without bail.
The verification of other possible similar facts of torture of people by employees of this regional TCC and SP is ongoing.
