Details: The change to the law on the Polish Institute of National Memory is intended to “clarify the provisions that define the concept of crimes committed by members and staff of the Organization of Ukrainian Nationalists of the Bandera faction and the Ukrainian Insurgent Army, as well as other Ukrainian formations that cooperated with the Third Reich.”

“The introduction of the proposed change will contribute to more effective criminal proceedings against people who deny the commission of the crimes of the OUN, the Bandera and the UPA faction committed,” the bill says.

In parallel to the Criminal Code of Poland, it is proposed to add an article that will equate the “propaganda of the ideology” of the OUN-UPA to the promotion of totalitarianism and incitement to hatred, for which there is a punishment of up to three years in prison.

“For Poland, Banderaism is of particular and painful importance … The memory of the Volyn massacre and other crimes remains an integral part of Polish history and collective identity,” the justification is emphasized.

Prehistory:

  • Navrotsky said he planned to submit a bill on the ban on the ideology of the so -called “Banderism” after the incident at the concert of the Belarusian rapper Max Korzh in Warsaw in August 2025.
  • Then one of the visitors unfolded the OUN-UPA flag, which caused indignation in the Polish politicum. At the same time, the prosecutor’s office never initiated the case on this fact.
