Details: Mertz noted that Germany’s participation in peacekeeping operations requires a mandate that complies with international law. However, the key factor is the consent of Russia, without which, in his opinion, such missions will not be effective and may aggravate the situation.
Mertz’s direct speech: “If a peace agreement is reached and Ukraine needs security guarantees, then we can discuss this only if there is a clear mandate in accordance with international law. At the moment, I do not see one. I would like such a mandate to be given in consensus with Russia, and not in conflict”.
Prehistory:
- Speaking to the media on December 20, the spokesman of the Ministry of Foreign Affairs of Ukraine, Heorhiy Tykhi, said that several countries are already considering participating in the potential deployment of a contingent of Western allies to Ukraine, as proposed by French President Emmanuel Macron. But the discussion of this topic is still at an early stage.
- The spokesman noted that Ukraine takes an active part in these discussions and the principle of “nothing about Ukraine without Ukraine” is preserved.
- President of Ukraine Volodymyr Zelenskyi admitted that the idea of placing a peacekeeping mission in Ukraine as one of the safeguards against a new attack by Russia was discussed at the meetings in Brussels, and said that he already “sees the positive” from some leaders.
