The most difficult situation with energy remains in Kyiv and six oblasts – Zelenskyi

President of Ukraine Volodymyr Zelenskyi said that the situation with energy supply remains the most difficult in Kyiv and six oblasts. He said this in an evening briefing on January 23 after conducting a “special energy selector”.

“Repair crews, emergency services, energy companies, the State Emergency Service of Ukraine – all work around the clock, there are results in recovery. But still, in general, the situation remains very difficult, and especially in Kyiv and the region, Dnipro region – Dnipro, Kryvyi Rih, Kharkiv and region, Zaporizhzhia, Sumy region, Chernihiv region,” the president said.

Earlier today, the mayor of Kyiv, Vitaliy Klitschko, announced that as of 6:00 p.m., 1,200 high-rise buildings remained without heat supply in Kyiv, which were connected for the second time after the Russian strikes on January 9 and 20.

After the last massive attacks by the Russian Federation, the power system of Ukraine is in a state of emergency. In particular, on January 20, Kyiv suffered another attack by the Russian Federation, and 5,635 high-rise buildings were left without heat, almost 80 percent of them are houses to which the heat supply was returned after the shelling on January 9.

According to the mayor of the city Vitaliy Klitschko, the Russian attack on January 9 was the most painful for the city’s critical infrastructure. He emphasized that the situation is the most difficult in four years. Emergency blackouts have been ongoing in the city since then.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy sector.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented at least 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
