The relevant statement was published by the press service of the Ukrainian agency on the evening of November 7.
As the Ministry of Foreign Affairs emphasizes, the participation of representatives of the occupation administration of the Russian Federation in events organized or held under the auspices of international organizations, primarily organizations of the UN system, is a flagrant violation of the norms of international law and a number of resolutions of the UN General Assembly, in particular, 68/262 “Territorial integrity of Ukraine.
The department also noted that “despite the numerous insistences of the Ukrainian side, UN-Habitat failed to ensure proper control and define a clear mechanism for the registration of WUF12 participants, thereby allowing criminals to participate in the event and endangering the reputation of this important event.”
The Ministry of Foreign Affairs of Ukraine called on the UN Secretary General and the leadership of UN-Habitat to take urgent measures to stop the use of the universal technical platform WUF12 and UN-Habitat in general for “attempts to legitimize the temporary occupation of Ukrainian territories, as well as the spread of propaganda and lies by representatives.”
The agency also expressed its belief that the persons who committed such criminal negligence and allowed representatives of the occupation administration of Russia to participate in WUF12, thus showing disrespect for the UN Charter, “can no longer enjoy the trust of UN member states, and at the same time have the honor to work in UN-Habitat or in other bodies of the UN system.”

In the message of the Ministry of Foreign Affairs of Ukraine, the names of representatives of the Russian administration from Crimea are not mentioned, but earlier, on November 5, the head of the administration of Yalta controlled by the Russian Federation, Yanina Pavlenko, announced that she had arrived in Cairo together with Konstantin Shymanovsky for the World Forum of Cities.
International organizations recognized the occupation and attempted annexation of Crimea as illegal and condemned Russia’s actions. Western countries introduced economic sanctions. Russia denies the occupation of the peninsula and calls its actions “the restoration of historical justice.” The Verkhovna Rada of Ukraine officially announced February 20, 2014 as the start date of Russia’s temporary occupation of Crimea and Sevastopol.
