According to the agency, starting from December 1, the booking of conscripts will again take place through “Diya”. At the same time, according to the new criteria, all critical enterprises must confirm their status by February 28, 2025.
According to the results of the audit, according to the Ministry of Energy, 95% of all critical enterprises retained this status, however, during the audit, the following violations were detected:
- a sharp and unjustified reduction in the salary of employees after the enterprises received the status of critical importance;.
- the use of various models for overtime increase in the number of booked;.
- inclusion of enterprises in the list of critical importance, which in fact are not critical for the economy.
Deputy Minister of Economy Vitaliy Kindrativ stated that “the government was able to identify minor violations and prepare changes to correct them. Therefore, the new parameters of reservation and criticality of enterprises will become clearer and ensure a balance between the state’s defense capability and the economy.”
According to the results of the audit, the enterprises where abuses were detected lost the status of critical importance, and the employees of these enterprises were disarmed. We also streamlined the coordination of industry and regional criteria for the criticality of enterprises. Only those who really contribute to the economy and have a legal right to do so should have reservations,
Based on the audit data, the Government has decided to update the reservation criteria so that the mechanism works both in favor of our defense capability and in favor of the economy.
The algorithm for recognizing enterprises as critically important does not change. As before, the enterprise applies to the relevant Ministry or OVA to obtain such a status.
The government has retained the eight current criteria for defining a business as critical. At the same time, the sectoral and regional criticality criteria are now agreed by the Ministry of Defense and the Ministry of Economy.
Additional criteria of critical importance
A mandatory criterion is established for private enterprises — the accrued average salary in the enterprise for the last calendar quarter must be at least 2.5 times the minimum wage (UAH 20,000 as of November 15, 2024). The employee who is being booked must also have an accrued salary of at least 20,000. UAH
A mandatory criterion for enterprises is being implemented — the absence of arrears for the payment of all taxes.
Businesses must prove their critical importance
Businesses that want to book an employee must confirm compliance with the current and new criteria. They have more than three months to do so — from the publication of the relevant resolution until the end of February 2025.
After confirmation of criticality, enterprises must re-submit lists of employees for reservation through Diya. Until updated listings are submitted, all reservations provided remain valid.
Reservation of employees through Diya will start on December 1. The service eliminates the human factor and speeds up the process.
Enterprises are prohibited from booking employees who are not on military registration or who do not have military registration documents.
