The right to receive remuneration is the servicemen
- were admitted or called for military service during martial law at the age of 25;
- participated directly in hostilities in the areas of fighting for at least 6 months (as of February 13, 2025);
- continued service in the army at the time of the government’s decision (February 13, 2025);
- have not been brought two or more times to criminal or administrative liability for military offenses and do not have existing disciplinary penalties.
In the case of injury or captivity, even with a lower duration of participation in hostilities, a complete payment is also provided.
At the same time, persons who were dismissed from military service until February 13, 2025 are not entitled, even if they meet the age criteria.
According to Melnik, the payment is made once, and in the case of less participation in hostilities – proportionally.
“Many young people voluntarily have been in defense of the country before the contract has the advent of 18-24, and our task is to pay tribute to their courage. The process of receiving payments is as convenient as possible. The serviceman does not need to ask this issue initiatively. The registration of payments is entrusted to the commanders of military units, who have to collect the entire package of documents, including through sending requests to other parts where the military served before, ”said Deputy Minister of Defense of Ukraine Brigade General of Justice Sergey Melnyk.
In February, the Ministry of Defense reported the launch of the Project “Contract 18-24”, which provides for the conclusion of volunteers aged 18-24 years of annual contract for UAH 1 million. Subsequently, the Defense Ministry said that those volunteers who have joined the army earlier could receive these funds.
Prior to that, President Volodymyr Zelenskyy announced that in Ukraine they are preparing an initiative to attract military personnel from 18 to 24 years in the troops. According to him, “a special contract is developed, which will have many benefits, as well as very high financial support.”
The legislation of Ukraine provides for the mobilization of conscripts aged 25 to 60 years.
