Kuleba also told the publication that for him the inability to leave Ukraine is a serious obstacle. From the moment of abandonment of the Ministry of Foreign Affairs, he teaches political sciences in Paris and the USA and has been constantly traveling with conferences.

“My salary depends on abroad. And in general, I am inclined to defend our government. But in certain circles, the old Soviet mentality still prevails in the power structures, according to which, if you go abroad as a free citizen, you automatically become an agent who conspired against the state,” he said.

However, the Hromadske Coole press service reported that the information in the media was “provided”. They confirmed that on September 3, the Government approved a resolution on the prohibition of departure for former diplomats with an emergency and authorized ambassador, but stressed that the excession went on a business trip before the decision was made.

The press service said that through Poland he went to the World Knowledge Forum International Conference – 2025 in Seoul. There, the former Foreign Minister will take part in the panel discussion on “Rearmed Europe” and will speak on “War Lessons in Ukraine”.

After that, he will visit Poland to participate in another conference, and on September 20 he should return to Ukraine – on that day he should speak at the public event “Courage” in Kiev.

Recall: According to the CMU Resolution No. 1089 of September 3, in the case of a state of emergency or martial law, the norm on the right to cross the state border does not apply to persons who have a diplomatic rank of emergency and authorized ambassador and stopped the diplomatic service.

This applies only to those diplomats who have terminated the service, while at the same time the current ambassadors retain their powers and opportunities for international trips within the framework of their duties.
