Appointed: Ihor Yukhimovych Smilyanskyi as the government commissioner for reforming customs bodies
During the government meeting, Prime Minister Denys Shmyhal announced that the Cabinet of Ministers is introducing the position of the government commissioner for customs reform, who will coordinate customs reform.
“It will be Ihor Smilyanskyi. We are also forming a coordination working group. The commissioner and the working group have a wide range of tasks: synchronization with the EU, infrastructure modernization, implementation of a risk-oriented system, digitalization and much more,” said Shmyhal.
Melnychuk also reported that the Cabinet of Ministers approved the regulations on the government commissioner for reforming customs bodies. In particular, he is appointed and dismissed by the Cabinet of Ministers at the request of the Prime Minister.
To competences of the authorized person belongs to:
preparation of proposals for reforming customs bodies within the framework of the implementation of the National Revenue Strategy until 2030;
preparation of proposals for the implementation of measures related to the involvement of civil society institutions in the formation and implementation of the state customs policy, cooperation with such institutions and promotion of cooperation with them by executive authorities;
initiating the adoption of normative legal acts on issues within his competence and making changes to them;
working out drafts of normative legal acts on issues that belong to his competence, and submitting relevant proposals to the chief developer and the Cabinet of Ministers;
participation in cooperation with international organizations on issues of formation and implementation of customs policy and implementation of relevant recommendations of international organizations on customs issues.
In addition, an interdepartmental working group on reforming the system of bodies implementing customs policy was formed, and its regulations and composition were approved.
