According to the Russian investigation, Morgunov has been actively involved in the formation and support of the armed group since May 2014. At that time, he held the position of the so -called head of the occupied city of Bryanka in Luhansk region and knew about all real estate objects, significant enterprises of the city, about their owners and the financial condition of secured citizens.
He known to him, he conveyed to the gangs to the organization of the abduction of people, their illegal maintenance, theft of property, as well as the extortion of money as a ransom for dismissal, investigators say.
Representatives of this gang, the Russian Investigative Committee suspects in 11 killings, six theft of people, four robbery, extortion, the abduction of property of the enterprise in the amount of 6.2 million rubles.
It is also about criminal prosecution of other participants of the gang, whose names are not named.
Morgunov was born in Bryanka in Luhansk region. In 2010, he became a mayor of his hometown, and in 2014 he moved to the side of the forces supported by Russia. Siverskovodonetsk (then – Severodonetsk) was occupied by Russian troops in June 2022, after which Morgunov was appointed Acting “Head” of the Administration.
