According to Sobolev, some terms from the plan need to be extended, and some are reduced, as well as add reference to specific EU law acts and clarify the formulation of steps.
Direct Language: “The possibility of amending the plan has been discussed with the European Commission from the outset. It is envisaged by the regulations on the creation of Ukraine Facility, and our teams have worked together on coordination for the last few months.”
Details: He added that the volume and content of Kyiv’s obligations to European partners remain the same as they were.
Direct Language: “We will continue to implement the plan according to its updated version. The changes will be concerned from the 3rd quarter of 2025, so we are already starting to move on a new schedule. And some obligations will fulfill faster than we have agreed with partners in the initial formation of the plan.”
Details: By the end of September, a new version of the plan should be approved by the EU Council.
What preceded this:
- Since the beginning of 2024, the main line of financial assistance of Ukraine by the EU has become a program called Ukraine Facility with a claimed cost of 50 billion euros.
- From the 2nd quarter of 2024, the EU has attached funds to the implementation of reforms by Ukraine. For each quarter, Ukraine has indicators – some changes that Kiev has to implement or decisions to make. And in order to additionally confirm its readiness, the government prescribed all the steps and terms of execution in the document by the name “Plan of Ukraine”.
- On July 25, the European Commission spokesman stated in a comment to “European Truth” that the next tranche of Ukraine Facility would be cut because Kiev did not conduct the promised reforms.
- Last week, Brussels’s diplomatic channels warned Ukraine: if the Verkhovna Rada does not fully restore the independence of anti -corruption bodies, a number of funding programs of Ukraine will be frozen.
