The other day, the President of Ukraine, Volodymyr Zelensky, instructed the Cabinet of Ministers to prepare a comprehensive program of “winter support”, which will come into effect in December. In particular, he announced the launch the “UZ-3000” transport support program, under which Ukrainians will be able to travel by rail within the country up to three thousand kilometers free of charge.

Last year, Zelenskyi also initiated a one-time aid program, which provides for the payment of one thousand hryvnias for each Ukrainian, in order to “support the population in the winter period.” For this thousand, you can pay for utilities, medicine, transport, mobile communication, purchase of Ukrainian books and other services, as well as transfer money to support the army.
Currently, the Verkhovna Rada has to consider in the second reading the project of the state budget-2026 of Ukraine, which has been resisting Russian aggression for more than three years.
According to the Ministry of Finance, the government continues to direct all internal financial resources to ensure defense costs, and to cover social costs, the state relies on the help of international partners.
