“We implement a new system of work with defense technologies with this decision – now effective development is immediately switched to production and work to strengthen Ukraine’s defense capability. This will increase production volumes, expand the nomenclature of weapons and attract the potential of our EU and NATO partners,” said the Minister of Ukraine.
The essence of the solution
- The resolution forms a new legal model for managing defense technologies developed in the Ministry of Defense system.
- Manufacturers are entitled to produce weapons and military equipment on the basis of state developments that have proven efficiency in combat.
- Technologies remain owned by the state and are used according to the procedures of the Ministry of Defense.
- Finished products will be supplied to the armed forces through public procurement, which guarantees transparency and control.
Who can join
The experiment is allowed by Ukrainian manufacturers who:
- have state defense contracts;
- identified critically important for the provision of the Armed Forces;
- entered in the electronic register of executors of state contracts.
International cooperation is also provided: foreign partners will be able to access technologies, provided that the manufactured products will be delivered to Ukraine as military and technical assistance.
Expected changes
- scaling proven decisions by several manufacturers at the same time;
- increasing production volumes and saturation of the front with proven equipment;
- expansion of weapons nomenclature at the expense of existing state developments;
- elimination of “narrow places” in production facilities;
- attracting the potential of NATO partners to improve the Defense Ministry’s technologies through a new export order.
Control and safety
Technology access will only be provided to proven manufacturers by clear criteria. Production will be accompanied by state quality control, audits and contracting conditions that protect national interests.
The Ministry of Defense will inform about the technology available for production independently, as well as through the Innovation Development Fund and industry associations of manufacturers.
By the way, earlier the Ministry of Defense of Ukraine reported that in the Marketplaces weapons Dot -chain Defense may now evaluate the ordered drones and leave feedback on their use in combat conditions.
The department noted that the new option will help the units make a more reasonable choice – the solution will be based not only on technical characteristics, but also on real combat experience.
