The Cabinet of Ministers of Ukraine has updated the Procedure for reservation of conscripts during mobilization and martial law, including a new category of citizens – clergymen.

Details: According to the resolution, “clerics can be booked according to the list of positions approved by the State Service of Ukraine for Ethnopolitics and Freedom of Conscience.”
The process of booking or canceling a deferment for clergy is done through the Diya Portal. This happens on the basis of lists or an electronic application for canceling the reservation of a conscripted employee, which is formed by an authorized person of DESS.
The government has determined that up to 50% of the clergy of religious organizations can be booked. At the same time, they are not subject to the minimum wage requirement of 20,000 hryvnias, which applies to employees of critical enterprises that are subject to reservation.
Prehistory:
- On June 5, the Cabinet of Ministers adopted a resolution that makes changes to the procedure for booking conscript workers approved in January 2023.
- On May 18, the law on mobilization (on amendments to some legislative acts of Ukraine regarding certain issues of military service, mobilization and military registration) entered into force.
- The law establishes that conscripts from 25 to 60 years of age are subject to mobilization. According to the law, during mobilization, men aged 18 to 60 are required to carry a military registration document and present it at the request of an authorized representative of the territorial recruitment and social support center (TCC and SP) or a police officer, as well as a representative of the State Border Service of Ukraine in the border lane, the controlled border area and at checkpoints across the border of Ukraine.
