The FSB says that the murdered man offered armed resistance during the attempted arrest and was “neutralized.” The FSB called the murdered man a citizen of Ukraine. According to the department, he was preparing to blow up a Russian general on the instructions of the Main Directorate of Intelligence (GUR).
In the agency’s press release, the “organizer of the terrorist attack” is called Rustem Fakhriyev, whom the FSB considers to be an employee of the GUR. Telegram channel RT also published an audio recording of Fakhriev’s alleged conversation with the murdered man, in which the performer is required to shoot the family members of the Russian general if necessary. There is no independent evidence of the authenticity of this record.
The FSB also reported the detention of a resident of Crimea, who was called an accomplice of the murdered man. He was sent to the pre-trial detention center in a criminal case related to facilitating terrorist activities. In the video of the arrest, he is leaning on a crutch.
Ukrainian authorities and representatives of the Ministry of Defense of Ukraine have not yet commented on these reports.
From 2022 to the beginning of August 2025, at least 70 people died during FSB operations to detain suspects, four of them in the occupied territories of Ukraine, Vazhnye istorii published earlier. On November 24, the FSB reported the murder of two residents of the Altai Territory, who were suspected of preparing sabotage on the railway.
