According to the plan agreed between the European Commission, the President of the Euro Council Anthony, as well as by a number of Member States, first of all, the data of the EU Council, the opening of the negotiation cluster was to take place on July 18 without a vote, in the fields of the EU Council in general cases.
This position can briefly reduce the fact that the EU’s constituent documents do not require unanimous voting for intermediate technical steps, such as clusters’ opening. Therefore, the European Commission has the right to do so on its own initiative, because the EU countries, having opened negotiations with Ukraine last year, gave it such powers.
According to the “EP”, the first discussion of this idea at the highest level took place in the Hague, during the NATO summit. And the final round of negotiations with the leadership of the European Commission and the Euro Council took place in Rome on July 10. It was after that that the commissioner Marta Kos made a statement that she was confident in the opening of all the chapters in the entrances with Ukraine.
However, against the background of these arrangements, events began to take place, forcing Europeans to be surprised. In particular, the government went to a gross violation of the Law on Economic Security and rejected the candidate selected at the transparent EU support competition. There were also searches without a court sanction at the head of the Center for Combating Corruption Vitaliy Shabunin.
In the end it became known that Denmark did not make a proposal to open the first negotiation cluster to the agenda on July 18.
Several sources of “EP” claim that the main obstacles to this are intra -European ones. In Brussels, they sought to avoid that some of the EU key countries would begin to publicly challenge this step.
At the same time, some capitals believed that the decision should be worked and postponed to September.
By the way, former Viceremier, Olga Stephanyshyn, in her last interview, acknowledged that the plan of opening negotiations had indeed existed on July 18, and also placed responsibility on the EU for its breakdown – and, in part, also for its resignation.
However, the information available to the “Eurocracker” does not confirm this version. Thus, as of July 14, when it became known about Zelensky’s decision to change responsible for European integration in the government, the sources of “EP” in Brussels argued that the process was developing positively and there was every reason to count on diplomatic victory, that is, the opening of the cluster.
