Details: Von der Leyen noted that EUR 90 billion of Ukraine’s financial needs in 2026-27 will be financed by the EU.

“We propose to cover two-thirds of Ukraine’s financial needs for the next two years, which amounts to 90 billion euros. The rest should be covered by international partners,” von der Leyen said.

She also told how exactly the EU will use the specified funds for the benefit of Ukraine.

“First of all, we will use funds for budget support of Ukraine, and here we will rely on the success of existing instruments. You know them both: it is either macro-financial assistance or/and the Ukrainian fund (Ukraine facility),” explained the President of the European Commission.

The second direction of the use of funds, according to her, is military support for Ukraine.

“The main goal here is the further strengthening of the defense and industrial potential of Ukraine and the integration of their capacities into our defense and industrial base,” the European politician clarified.

In the military support of Ukraine, the EU is going to apply the so-called “cascade effect” principle – giving priority to producers within the borders of the EU.

“The funds will be used mainly for production and purchases in Ukraine, the European Union and the so-called countries of the EEA (European Economic Area). But if there are urgent needs that cannot be met by Ukraine or the European Union, then we allow the purchase of these urgent needs from outside with these funds,” von der Leyen explained this position.

  • As “European Truth” reported, on December 3 The European Commission has announced two decisions that will allow to close the financial needs of Ukraine in 2026-2027: a “reparation loan” based on Russia’s frozen assets and joint EU borrowing on foreign markets.
  • On the same day, even before the announcement of the new proposal by the European Commission, the Minister of Foreign Affairs of Belgium, Maxim Prevost, said that it is categorically unacceptable.
  • At the end of November, the Prime Minister of Belgium Bart de Wever wrote outlined Belgium’s comments and demands regarding Rosactivs in a letter addressed to the President of the EC Ursula von der Leyen.
  • At the same time, other EU countries are acting against providing unlimited guarantees to Belgium to unblock the loan to Ukraine.
