Details: According to Kubilyus, today only 20-25% of weapons supplied to Ukraine are produced in EU countries, while most of them are purchased abroad. The European Commissioner noted that in order to increase production, it is necessary to ensure long-term contracts with weapons manufacturers, which are currently lacking. Without such orders, Europe will not be able to significantly increase the production of weapons and ammunition for Ukraine in the coming years.

Direct speech: “Money from the EU budget cannot be used to purchase weapons for Ukraine. There are a number of restrictions on investment in the defense industry outside the EU. However, money from the European Peace Fund or from frozen Russian assets can be used to purchase weapons.”

Details: At the same time, according to the European Commissioner, Ukraine will receive about 30 billion euros from the EU in 2025, and it will decide for itself what part of these funds to direct to defense purposes. He added that a new mechanism is being implemented that will allow the integration of the Ukrainian military-industrial complex into the European defense industry.

Prehistory:

  • The position of European Commissioner for Defense in the new composition of the European Commission, which began work on December 1, appeared for the first time in view of the deterioration of the security situation in the world and an increasingly aggressive Russia.
  • Kubilyus previously stated that Europe should be ready for any military aggression, and explained why it is important to integrate the Ukrainian military-industrial complex into the European one.
