“That is why we have returned to the issue of Russian frozen assets again – and it seems to have found a way to do it. The European Commission does not yet have a ready -made proposal for this, but it is very important to emphasize immediately that in no way it is about confiscation,” the official said.
He recalled the proposal voiced by the President of the European Commission by Ursula von Der Lyen, to provide Ukraine with “reparation loans” on the basis of frozen assets of the Russian Federation.
According to him, the proposal is based on a decision, which was made by the European Council on October 17, 2024, which clearly states that according to EU law, Russia’s assets should remain frozen until Russia ceases its war against Ukraine and compensates for the damage caused by war.
The “European Truth” interlocutor reported that negotiations with EU Member States and external partners on the concept of “reparation loans” for Ukraine and ways of their implementation are currently underway.
He predicted that the specific proposal of the European Commission on this will be formulated after the leaders of the EU states discuss the said issue during a European Council meeting in Brussels on October 23-24.
As reported by “European Truth”, German Chancellor Friedrich Merz stated that he was expecting the use of frozen Russian assets for further assistance to Ukraine this month.
The President of the European Commission Ursula von Der Liaen has previously acknowledged that providing a “reparation loan” with Ukraine is hesitating in many EU member states. Among the supporters of this idea are Germany, Sweden and Finland.
Copenhagen also believes that it can be implemented, despite the legal complexity of the issue.
Belgian Prime Minister Bart de Wever has appealed to other EU leaders to provide guarantees that they would share the risks if frozen Russian assets that are in his country will be used to fund loans to Ukraine.
Hungary does not support the idea of providing Ukraine with “reparation loans” on the basis of funds from frozen assets of Russia.
