Details: It is noted that the EU is discussing various financing options for Ukraine in 2026-27, in case Belgium refuses to participate in “reparation loans”.

“There are two main options: the first is “reparation loans” based on Russia’s frozen state assets, the second is a loan model that provides that EU member states will take out loans to finance Ukraine over the next two years,” the EU official said.
The official added that a third model is also being considered: bilateral loans or aid to Ukraine from individual EU member states, but it will play a complementary role.
The interlocutor of “EvroPravda” assessed the model of “reparation loans” as more profitable, because, unlike ordinary loans, it does not involve the payment of interest.
According to him, the member states have already unofficially started discussing the advantages and disadvantages of each approach so that the final decision will be approved by the leaders at the meeting of the European Council on December 18-19 in Brussels.
Currently, the majority of EU states are inclined to the fact that “reparation loans” are the right way, but the key state in this process – Belgium, on whose territory there are more than 180 billion euros of frozen assets of the Russian Federation, which are planned to be used for loans – has not yet agreed to this option.
“Negotiations with Belgium on the use of Russian state assets to help Ukraine continue behind closed doors. But I believe that it should be possible,” the European official noted.
In his opinion, “the leaders of the EU states are generally open to taking into account the concerns of the Belgian government.”
What happened before:
- German Defense Minister Boris Pistorius has suggested there is a link between recent drone incidents in Belgium and discussions about using frozen Russian assets to aid Ukraine.
- Drone surveillance over airports and military bases has become an ongoing problem in Belgium.
- Previously, the EU privately expressed concern that the IMF could block financial support to Ukraine due to the inability of member states to agree on providing Kyiv with a “reparation loan.”
- The final decision on “reparation loans” will be made in December 2025.
