On Thursday, January 29, the Council of the European Union added six Russian propagandists to the sanctions list for destabilizing activities of the Russian Federation.

Details: In particular, Dmytro Guberniev, Yekaterina Andreyeva, Maria Sittel, Pavel Zarubin, Roman Chumakov and Serhiy Polunin were sanctioned.

The following persons were added to the sanctions list, who are now prohibited from entering the territory of the EU countries, and all their assets, if found in the jurisdiction of European banks, will be frozen:

1) Dmitry Guberniev is a Russian TV presenter, journalist, sports commentator, advisor to the general director of the television propaganda channel “Russia”, and also an advisor to the Minister of Sports of the Russian Federation.

“Guberniev is a public figure who used his popularity and influence in the public sphere to voice Russian propaganda and justify Russia’s ongoing war of aggression against Ukraine. He supported the annexation of Crimea in 2014. He was one of the presenters of the propaganda rally in support of the aggressive war against Ukraine, which took place on March 18, 2022, at the Luzhniki Stadium in Moscow. Guberniev led numerous other concerts dedicated to the Russian military machine or Vladimir Putin,” the EU document says.

2) Ekaterina Andreyeva is a leading news presenter on Russian state television. Since 1997, she has been the presenter and main face of the news program “Time” on the First Channel.

“Andreeva regularly spreads disinformation and propaganda about the aggressive war against Ukraine and supports the Russian armed forces and the so-called “Donetsk and Luhansk People’s Republics”. She regularly praises the Putin regime and spreads disinformation and propaganda about Ukraine, as well as the West. In addition, Andreeva twice hosted “Direct Line with Vladimir Putin” in 2001 and 2007, commented on the inauguration Putin in 2004, 2012 and 2018 and even commented on the military parade on May 9,” the text emphasizes.

3) Maria Sittel is a leading news anchor of Russian state television. She has been the presenter and face of the news program “Vesty” on the “Russia” TV channel since 2001.

“Sittel hosted propaganda rallies in 2022, 2023, 2024 and 2025 and received significant sums of money for her speech. She is a lecturer at the Ostankino Media Institute (a school of Russian propaganda). She regularly praises the Putin regime and spreads disinformation and propaganda about an aggressive war against Ukraine. Sittel is included in the list of “1500 military instigators” (created by the Forum of Free Russia, which is a conference of the Russian opposition) and conducted a “Direct Line with Vladimir Putin” in 2015,” the annex to the Regulation of the Council of the EU states.

4) Pavel Zarubin is a famous Russian propagandist with exclusive access to Vladimir Putin’s agenda. He hosts the show “Moscow. Kremlin. Putin”, where he interviews Putin and praises him, calling him “an exceptional leader”.

“Zarubin was the first propagandist allowed to interview Putin after the full-scale Russian invasion of Ukraine began. He often spreads anti-Ukrainian disinformation, calling the Ukrainian government a ‘regime’, among other things. In 2025, Zarubin also co-hosted that year’s main propaganda event, Direct Line with Vladimir Putin,” the document said.

5) Roman Chumakov is a Russian actor and singer.

“After the start of Russia’s full-scale aggressive war against Ukraine, he actively supported the Russian army. Roman Chumakov often visits soldiers on the front lines and writes patriotic songs. He publicly praises and glorifies Vladimir Putin, and also raises money for the Russian armed forces. Chumakov criticizes artists who do not support Russia’s aggressive war against Ukraine. According to his worldview, Russia, Ukraine and Belarus are one nation, and they should be reunited. Chumakov received two state awards from Putin,” the authors of the approved EU document write about Chumakov.

6) Serhiy Polunin is a Russian ballet dancer of Ukrainian origin, former rector of the Sevastopol Choreographic Academy and laureate of the Presidential Award for Young Cultural Figures.

“Since the beginning of the full-scale war of aggression against Ukraine, Polunin has actively supported the Russian army, in particular by donating money to the Russian armed forces. He has encouraged others to do the same. Polunin participates in Kremlin propaganda television shows and on the channels of Internet bloggers, where he explains and defends his belief in the doctrine of the “Russian peace”. Polunin also criticizes artists who left Russia after the start of the full-scale war of aggression against of Ukraine, and praises the head of Chechnya, Ramzan Kadyrov,” the document says.

What happened before:

  • Next week, the European Commission is expected to publish a proposal for a new, 20th package of EU sanctions against Russia.
