The EU has agreed on borrowing at 150 billion euros for investment in defense – sources

The European Union agreed the text of the borrowing agreement of up to 150 billion euros for investment in the defense industry of Member States. The European Union agreed the text of the borrowing agreement of up to 150 billion euros for investment in the defense industry of Member States.

Details: According to sources of the publication, the text of the agreement has already been agreed, and the official vote at the level of permanent representatives of the EU countries will take place on May 21.

According to the document, it is planned to attract up to 150 billion euros in the financial markets in order to help EU Member States quickly increase investments in the defense industry in Europe. The funds will be provided at the request of interested Member States on the basis of national plans.

Countries will be able to invest in:

  • ammunition and rockets,
  • artillery systems,
  • Air -and -missile defense,
  • Individual equipment and small arms,
  • Small drones and systems of counteraction to enemy UAV, EW, sea surveillance and underwater capacity, cyber defense, related UAVs control systems,
  • protection of critical infrastructure,
  • cyber defense,
  • development of military mobility, etc.

In this case, the cost of components that will come from outside the EU, EEA/CES or Ukraine, should not exceed 35% of the total estimated value of the components of the final product.

Joint procurement is also open to candidate countries and third countries with which the EU has agreements on security and defense partnerships.

There is also the possibility of concluding a bilateral agreement with candidate states, potential candidates, and other countries with defense partnerships.

Prehistory:

  • Earlier, the European Commission stated that the Ukrainian defense industry will be able to participate in the “equal rights” initiative with a defense-industrial complex of EU Member States.
  • Recently, Ukraine and the EU have created a working group on expanding cooperation between the European and Ukrainian defense industries.
  • The European Union also promised to transfer 1 billion euros of profits from the custom of weapons in the Ukrainian OPC.
