Details: The 4th tranche of more than billion euros is smaller than it was planned because Kiev did not carry out all the reforms promised by the EU. At the same time, this amount is greater than the EU -approved EU ambassadors.
This financing is aimed primarily at strengthening the macro -financial stability of Ukraine and supporting the functioning of the public administration system.
Payments within Ukraine Facility are closely linked to the Plan of Ukraine, which outlines the strategy of restoration, reconstruction and modernization of Ukraine, as well as a schedule of implementation of reforms agreed with the goals of the country’s accession to the EU for the next four years, reminded in the EU Council.
Prehistory:
- On August 1, the Government of Ukraine made a decision to amend the “Plan of Ukraine”. The government explained the need to change the need to “actualize obligations”. The Cabinet reported that by the end of September a new version of the plan should be approved by the EU Council.
- The European Commission stated that the amendments made to Ukraine to the Plan of Ukraine were ready to evaluate Ukraine.
- It is known that since the beginning of 2024 the main line of financial assistance of Ukraine by the EU was a program called Ukraine Facility with a claimed value of 50 billion euros. Since the 2nd quarter of 2024, the EU has attached funds to the implementation of reforms by Ukraine. For each quarter, Ukraine has indicators – some changes that Kiev has to implement or decisions to make. And in order to additionally confirm its readiness, the government prescribed all the steps and terms of execution in the document by the name “Plan of Ukraine”.
- On July 25, the European Commission spokesman stated in a comment to “European Truth” that the next tranche of Ukraine Facility would be cut because Kiev did not conduct the promised reforms.
