It became known about the detention of the former official on December 3. He is suspected of participation in a criminal organization and participation in crimes committed by such an organization (Part 1 of Article 255 of the Criminal Code of Ukraine (as amended from 04.05.2001); receiving a bribe, Part 2 of Article 368 of the Criminal Code of Ukraine (as amended from 04.05.2001) According to the SBI, he, together with other judges, built a “business” on court decisions.
The law enforcement officers do not name the detainee, but according to the sources of the Radio Liberty “Schemes” project, it is Artur Yemelyanov.
As established by the SBI and the OGP, the former judge, now a lawyer, was part of a criminal organization that consisted mostly of judges, lawyers, arbitration managers, various court employees, etc.
“They made “necessary” decisions for bribes, mainly in business disputes. The organizer of the “business” – also a former high-ranking official of the Higher Economic Court of Ukraine – illegally interfered in the distribution of cases and gave them for consideration exclusively to “his” judges, who fulfilled the “wishes of the customers”, – the SBI report says.
According to the bureau, for a long time they actually made it impossible to make court decisions in most cases without bribes.
Previously, the organizer was declared wanted, and a number of other participants in the criminal scheme were notified of suspicion, including for creating and participating in a criminal organization.
Both judges – Yemelyanov and Tatkov – previously denied their guilt.

Artur Yemelyanov is called the face of the judicial system of Viktor Yanukovych’s time. Then he quickly rose up the career ladder from the deputy head of the Donetsk Regional Economic Court to the deputy head of the Higher Economic Court of Ukraine. Yemelyanov administered justice until 2017, but continued to receive a salary until 2021 – until he was dismissed from his post for “influencing judges”. After that, the former judge became a lawyer in Ukraine.
In 2017, “Schemes” reported that Svitlana, the ex-wife of the judge of the Supreme Economic Court of Ukraine at that time, Artur Yemelyanov, owns numerous luxury real estate in different parts of the world – Turkey, UAE, Austria, Germany. At the same time, the Yemelyanovs’ divorce could be fictitious to hide other elite property abroad. In 2024, “Schemes” published an investigation about the Dubai real estate of former officials and their entourage – in particular, it was about three apartments of Svitlana Yemelyanova with a total value of 1.8 million dollars.
