Details: According to the investigation, in 2024 the management of the Defense Plant in Dnipropetrovsk concluded a contract for more than UAH 11 billion with the State Defense Agency for the production of 120 mm mortar shots for the Armed Forces.

However, the examination showed that explosive charges used a mixture of powders, which is not suitable up to 120 mm of mortar shots. This led to unstable charge. Also, capsules had defects, which caused the settlements.

Despite this, production was not stopped. According to law enforcement officers, more than 120,000 potentially hazardous mines were deliberately transferred to the front for profit, which had to be recalled, causing damage to defense capabilities.

The case also includes the CEO of the plant Leonid Shiman and his first deputy Alexei Kirichenko – the court is currently resolving the issue of choosing a measure of restraint.
