The document amends the article of the Code of Administrative Offenses – on liability for failure to notify about departure for more than three months from the place of residence or place of stay. It will be necessary to report to the military commissariat regardless of the period of the draft.
It is proposed to leave the liability the same as in the current legislation. It provides for administrative fines from 10,000 to 20,000 rubles.
The authors of the legislative changes were the chairman of the State Duma defense committee Andriy Kartapolov and his two deputies, Andriy Krasov and Yury Shvitkin.
The initiative is related to the law on military conscription in Russia throughout the year. According to this law, from January 1, 2026, the draft will take place throughout the calendar year – from January 1 to December 31. This will allow military commissions to constantly serve summonses, conduct medical commissions and meetings of conscription commissions.
