The relevant bill No. 13685 on amendments to the Law on the Procedure of Departure from Ukraine and the entry into Ukraine of citizens on temporary restriction of the right to leave Ukraine for conscripts and conscripts for the period of military or state of emergency on August 22 was registered in the Verkhovna Rada.
The document provides for clarification of Art. 6 of the Law “On the Procedure for Departure from Ukraine and Entry into Ukraine Citizens of Ukraine”, providing exceptions for persons under 24 years of age.
Call for military service during mobilization in the current and subsequent years due to the failure to reach their age of conscription during mobilization, ”the draft law said.
At the same time, as stated in the explanatory note, to “prevent abuse of the right to leave Ukraine in order to avoid the fulfillment of the constitutional obligation of citizens of Ukraine for the protection of the Fatherland, it is seen for the advisable preservation of the existing restriction on the departure of Ukraine to Ukraine, which is 25 years old.”
The authors of the law believe that the existence of a ban on “free movement across the state border of Ukraine of Ukrainian citizens of Ukraine aged 18 to 25 years, creates serious obstacles to the return of young people to Ukraine, creates difficulties to maintain communication with their relatives and homeland. In addition, this prohibition provokes the search for ways to bypass, which is usually related to violation of the law. ”
