According to the Defense Office, the respective resolution of July 16, 2025 “Some issues of production, purchase and supply of explosives and ammunition” was approved at a Cabinet meeting.
“The document approves the order of production, purchase and supply of explosives and ammunition and identifies algorithms and mechanisms of such procedures. Amendments to other regulations for reconciliation with the new order are also amended,”, – It is said in the message of the MOU.
The resolution states that enterprises that have already received the status of a manufacturer of ammunition, explosives, in accordance with the procedure for the implementation of the experimental project (approved by the CMU Resolution No. 763), continue their activities. This guarantees that already running production processes will not stop.
Among other provisions of the decree:
· All certificates for the storage of explosive materials of military purposes, issued earlier in accordance with Resolution No. 763, continue to be valid for the period of the new order. Ammunition and explosive manufacturers do not need to undergo bureaucratic procedures again.
· Important clarification-any explosive materials of industrial purpose (even hunting gunpowder), which are used to create ammunition for defense forces, are classified as explosive military materials. This simplifies their circulation and use in defense production.
· The government has eliminated administrative barriers for ammunition manufacturers. This allows businesses that have the necessary technologies and competencies, quickly deploy the production of ammunition, explosives and other means of damage.
