The metallurgists claim that the representatives of the territorial procurement centers (TCC) mobilize their employees. The business association urged the government to develop a mechanism for economic reservations.
This was discussed during the discussion of economic reservations at the Ukrainian Export Forum: the window is opening, reports Economic Truth on Wednesday, September 25.
“The TCC does not go to look for those who evade, but comes to the working enterprise, stands on the passageway and in half a day fulfills the norm for 2-3 months,” said Oleksandr Kalenkov, president of the association of enterprises of Ukrmetallurgprom.
According to Kalenkov, all enterprises of the association are recognized as critically important. 20% of workers are mobilized there. Kalenkov said that 3,500 workers were mobilized at the ArcelorMittal plant, 10,000 people at Metinvest enterprises.
“Our enterprises create many jobs in other industries and other regions of presence. One job in our industry creates eight in other industries,” added the president of the enterprise association.
Economy booking in Ukraine — what is known
On June 11, 2024, the Verkhovna Rada registered draft law 11331, which should define the process of economic reservation.
The review of the document has not progressed since then, but the authorities have offered businesses several alternative models of the mechanism for obtaining armor.
According to the Deputy Director of the European Business Association Svitlana Mykhaylovska, there are currently four such models:
- The first model (draft laws 11331 and 11332) provides for a single military levy in the amount of UAH 20,400 (1,200 tax-free minimums) per month for enterprises and sole proprietorships.
- The second model (draft law 11331−1) proposes to take as a criterion the average salary in the amount of UAH 35,000 (12 subsistence minimums) for enterprises;
- The third model (draft laws 11331−2 and 11332−1) provide for an average salary criterion of UAH 35,000 for enterprises and a single military levy, which will amount to UAH 20,400 per month for self-employed persons;
- The fourth model (draft laws 11388 and 11332−2) proposes to introduce exclusively a fee in the amount of UAH 20,400 per month.
On August 29, People’s Deputy Yaroslav Zheleznyak reported that the Ministry of Economy continues to work on the final version of the economic reservation procedure, but the final decision on this issue will be made by the higher political leadership of Ukraine. According to the people’s representative, economic booking can be launched in October-November 2024.
Later, the Prime Minister of Ukraine, Denys Shmyhal, announced that new reservation conditions would be implemented in Ukraine in the near future.
“It will not be something sensational, obviously there will be changes in the available reservation parameters for Ukrainians,” said the head of the Cabinet of Ministers.
