Details: The minister was asked whether Ukraine has “red lines” regarding the issue of punishing Russia for the war – as it is very likely that during the peace negotiations, Ukraine will be inclined to make concessions regarding both the special tribunal, which is being created under the auspices of the Council of Europe, and reparations.

“Here I have a very clear answer for you: bringing the aggressor to justice is an indispensable element of a sustainable, worthy peace for Ukraine. This is a firm position for both Ukraine and our European partners,” Sybiga emphasized.
“The impossibility of the Russian aggressor avoiding responsibility, bringing the aggressor to justice, including compensation for the damage caused to Ukraine, our citizens and legal entities, is an inseparable, mandatory component of future peace,” he said.
Sybiga noted that the work on the implementation agreement on the creation of a special tribunal on the crime of Russian aggression is being completed.
“The agreement is practically ready, it must be approved by the Council of Ministers of the Council of Europe countries. There is a discussion on practical details – the amount of contributions, the number of countries that must ratify for this construction to come into force,” he said.
Work is also underway on expanding the number of participants in the tribunal agreement, on premises for the work of the tribunal in the Netherlands.
He called receiving the first contributions to work another immediate goal for Ukraine Compensation Commissionwhich will consider the applications of victims of aggression and award compensation – “so that this infrastructure is not abstract and the inevitability of punishment is obvious.”
“Also, I am very careful – because it is difficult to determine the time frame here – I set the task that within a year the first 25 countries will ratify the agreement on the Compensation Commission and it will enter into force,” said Sybiga.
