“The heating season has already begun for the social sector. The decision to start the heating season is made by local self-government bodies when the average daily temperature does not exceed 8 degrees for three days. We adhere to this norm,” said Svyridenko in the Verkhovna Rada, answering a question from one of the deputies.
However, Deputy Prime Minister for Reconstruction, Minister of Community and Territorial Development Oleksiy Kuleba added that there is an agreement with local self-government bodies that issues with the heating season will be approved in close coordination with the government, for obvious reasons, in particular, due to constant Russian shelling.
The day before, the government allocated 8.4 billion hryvnias from the reserve fund of the state budget for the heating season, the company “Naftogaz of Ukraine” will receive these funds for the purchase of imported natural gas.
The CMU stated that this decision will avoid “interruptions in heat supply, reduce the risks of man-made emergencies, and support the stable operation of the energy system.”

In accordance with the legislation, the decision on the beginning and end of the heating period is made by local self-government bodies, taking into account climatic conditions. The heating period begins no later than when the average daily outdoor air temperature is 8 degrees Celsius or lower for three days, and ends no earlier than when the average daily outdoor air temperature exceeds 8 degrees Celsius for three days.
