Survey: 64% of Ukrainians support raising the military levy and are ready for a greater burden of war

64% of Ukrainians are ready to take on a greater burden of the war, noting their support for raising the military levy. 32% do not support such an increase. This is evidenced by the results of the All-Ukrainian sociological survey of the International Republican Institute (IRI).

According to the results of the survey, the majority of respondents are optimistic about victory over Russia, in particular, 88% of citizens said they believe in victory.

33% believe that the war will end within 1-2 years, slightly less – 31% – believe that in less than a year, 11% – in 3-4 years and 9% – in 5 or more years.

The survey also showed that 71% of citizens believe that Ukraine should win back all lost territories.

“Poll data shows that Ukrainians want to live within the borders of 1991 and are willing to pay more taxes to drive Russian troops out of the country,” said Stephen Nix, IRI’s senior regional director for Eurasia.

This survey was conducted by the sociological group “Rating” at the request of the Center for Analysis and Sociological Research of the International Republican Institute throughout Ukraine (except the occupied territories of Crimea and Donbas) in the period from September 27 to October 1, 2024, by telephone interview method. In total, approximately 2,000 residents of Ukraine aged 18 and older were interviewed.

In early November, the Kyiv International Institute of Sociology (KIIS) published the results of a survey, according to which the majority of respondents (63%) “are ready to endure the war as long as it takes.” Then, as sociologists noted, between February and October 2024, for the first time, a decrease in the share of those who “are ready to endure the war as long as necessary” was recorded.

On October 10, the Verkhovna Rada voted in favor of draft law No. 11416d on tax increases, which, among other things, provides for an increase in the military levy from 1.5% to 5%, but for military personnel the rate of this levy remains at the level of 1.5%.
