Details: Among men, the share of those who would like to emigrate is 25%, while among women – 17%. The desire to leave was most often expressed by young people aged 18 to 29 – 33%.

As age increases, the share of those willing to leave the country decreases: among respondents aged 30-39, 27% would like to leave, 40-49 – 23%, 50-59 – 16%, and among those over 60 – only 9% .

26.5% of respondents who lived in the eastern regions before the start of the full-scale invasion declared their desire to go abroad for permanent residence if the borders are open to all categories of the population. Among the inhabitants of the western regions, this indicator is 23%, in the central regions – 19%, and in the southern regions – 12%.

Among those who plan to leave Ukraine, the main motivations are:

  • lack of opportunities for development – 30.5%;
  • threat to life due to war – 29%;
  • insufficient social support from the state – 29%;
  • the desire to reunite with relatives – 26%;
  • the need to evacuate dependent relatives – 23%;
  • inability to find a suitable job – 21%.

The survey was conducted by the “Democratic Initiatives” Foundation named after Ilka Kucheriva together with the sociological service of the Razumkov Center in the period from November 29 to December 14, 2024 using the face-to-face method in those territories controlled by the government of Ukraine and where hostilities are not taking place.

1,518 respondents over the age of 18 living in Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Zaporizhzhya, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson were interviewed. , Khmelnytskyi, Cherkassy, Chernihiv, Chernivtsi regions and the city of Kyiv. In the Zaporizhzhia, Donetsk, Kharkiv and Kherson regions, surveys were conducted only in the territories controlled by the government of Ukraine.

The theoretical sampling error does not exceed 2.6%. At the same time, additional systematic deviations of the sample may be caused by the consequences of Russian aggression, in particular, the forced evacuation of millions of citizens.

Composition of macro-regions:

  • West: Volyn, Zakarpattia, Ivano-Frankivsk, Lviv, Rivne, Ternopil, Chernivtsi regions.
  • Center: Vinnytsia, Zhytomyr, Kyiv, Kirovohrad, Poltava, Sumy, Khmelnytskyi, Cherkasy, Chernihiv regions, as well as the city of Kyiv.
  • South: Mykolaiv, Kherson and Odesa regions.
  • East: Dnipropetrovsk, Donetsk, Zaporizhzhya, Kharkiv regions.
