RFE/RL’s “Schemes” project received Planet Labs images taken on September 18 at 11:30 Kyiv time. On them – large-scale smoke in the territory of military unit No. 11777, which is responsible for the headquarters of the Main Missile and Artillery Directorate of the Ministry of Defense of the Russian Federation.

On the night of September 18, the Russian mass media reported on a mass attack by drones in the city of Toropets, Tver region of Russia – the local authorities informed about the evacuation of the population from the territory where the air defense was working and a fire broke out.

Later, videos of loud explosions and large-scale fires appeared on the Internet from local residents who reported that an ammunition depot had been attacked. The local authorities reported that the fire started “as a result of the fall of the UAV debris.”

Later, a Radio Liberty source in the SBU reported that the headquarters of the main missile and artillery department of the Ministry of Defense of the Russian Federation in Toropka was attacked by drones of the SBU, GUR and SSO.

According to the source, the warehouse stored missiles for Iskander complexes, Tochka-U tactical missile complexes, anti-aircraft missiles and artillery ammunition.

On September 18, the Russian Ministry of Defense reported the alleged destruction of 54 drones in a number of regions. However, they did not inform about the situation in the Tver region.

After the start of Russia’s full-scale invasion of Ukraine, combat drones regularly fly into Russian regions, resulting in destruction and casualties. The Russian Ministry of Defense claims that the attacks are being carried out from the Ukrainian side.

Kyiv claimed that the strikes on Russia were aimed at military, energy and transport infrastructure, which are key to Moscow’s war effort.

Russian authorities almost never report the full extent of the damage caused by Ukrainian strikes.
