Norway’s Finance Minister Jens Stoltenberg stated before a joint meeting of the EU Council on Economic and Financial Affairs on November 13 that the European Union does not plan to include Norway or any other state from outside the EU in the schemes of providing financial assistance to Ukraine in 2026-27.

Stoltenberg’s direct speech: “During the meeting with European Commissioner Dombrovskis (Valdis Dombrovskis, European Commissioner for Economic Affairs. – “EP”), I once again emphasized the importance of providing support to Ukraine and informed him that Norway has tripled its military aid to Ukraine this year, which he, of course, welcomed.”

Details: He noted that he raised the issue of Ukraine’s future funding during meetings with some EU ministers on November 13 in Brussels.

“However, the European Commissioner also clearly stated that the EU does not plan to ask Norway to become part of this credit scheme.” – emphasized the Norwegian minister.

According to him, “currently it is difficult to have a clear position regarding the EU credit scheme or system (for financing Ukraine. – “EU”), because the EU decision has not yet been adopted.”

“But the message from the European Commissioner was that the EU does not plan to invite countries that are not members of the European Union to participate in this credit scheme,” Jens Stoltenberg emphasized.

By the end of 2026, the financial support of Ukraine from Norway will total more than 19.4 billion euros (227 billion Norwegian kroner).
