“Now, together with the team and specialists of other services, we are coordinating the work on countering a cyber attack and restoring systems. It is already clear that the attack was carried out by the Russians with the aim of disrupting the operation of the state’s critically important infrastructure. Our specialists are working intensively to gradually restore access to the registers,” the post reads.
She noted that, first of all, the following registers will be restored:
- State register of acts of civil status of citizens.
- Unified state register of legal entities and individual entrepreneurs.
- State register of rights to immovable property and their encumbrances.
The primary recovery time will be approximately 2 weeks.
According to preliminary estimates, there are no threats to the functioning of other resources.
“The enemy is trying to use this situation in its information operations to sow panic among citizens of Ukraine and abroad,” Stefanyshyn said.
According to the SBU, Russia’s special services planned to destroy the entire cyber defense of Ukraine.
In November 2023, US Deputy Treasury Secretary Graham Steele stated that the CERT-UA computer emergency response team in Ukraine recorded almost 4,000 cyber incidents from January 2022 to September 2023.
Russia has consistently denied allegations of cyber activity, including Kiev’s claims of large-scale cyber attacks as part of a “hybrid war” against Ukraine.
