Details: According to the words head of the UN Human Rights Monitoring Mission in Ukraine, Danielle Bell, the UN has noticed several alarming trends: an increase in the number of civilian casualties both in front-line and urban areas, constant attacks on energy infrastructure, as well as the continuation of systematic and large-scale torture and ill-treatment of Ukrainian prisoners of war and civilian detainees.

Thus, in the period from June to November 2025, the number of civilian victims increased significantly both in front-line and urban areas.
July was the month with the highest number of civilian deaths and injuries since April 2022.
A massive drone and missile strike on November 19 killed at least 36 civilians in Ternopil, the deadliest attack in western Ukraine since the full-scale invasion began.
In the period from May to August 2025, Ukraine and the Russian Federation conducted the largest exchange of prisoners of war since 2022.
Bell said that of the 187 Ukrainian prisoners of war recently released by the occupiers, 185 reported being brutally beaten, held in stressful positions, electrocuted, strangled and attacked by dogs. 141 people (75%) reported sexual violence.
