Shmyhal: low-income families will be paid 6,500 hryvnias for each child as part of the “Warm Winter” program

The government is supplementing the “Winter Support” package with new programs and initiatives, Prime Minister Denys Shmyhal announced during the meeting of the Cabinet of Ministers.

According to him, the children’s component of “Winter Support” includes a number of items, the first of which is the “Warm Winter” program: one-time cash assistance for children to pass the winter period.

“During December, every low-income family, as well as IDP families, which have children or adults with disabilities of the 1st group, will receive UAH 6,500 for each child. These are funds for buying warm clothes, shoes and other things that children need in winter. Today, we are adopting the relevant resolution that kickstarts this program,” Shmyhal said.

Also, according to him, by St. Nicholas’ Day, orphans and children deprived of parental care, who are brought up in the families of guardians or custodians, will receive an additional one thousand hryvnias for each child. Shmyhal added that the financial resource for this program is provided by UNICEF.

The government also made a decision on reforming the system of care and support for children in Ukraine – the Strategy for ensuring the right of every child to grow up in a family environment and the plan of measures for its implementation were approved, the main goals of the strategy are comprehensive support for biological families so that children do not end up in care institutions.

A low-income family is a family that, for valid or independent reasons, has an average monthly total income lower than the subsistence minimum for the family.

On November 15, the Cabinet of Ministers approved the procedure for the implementation of the “Winter is Support” project, which was initiated by Ukrainian President Volodymyr Zelenskyi.

On December 1, President of Ukraine Volodymyr Zelenskyi initiated a one-time aid program, which provides for the payment of one thousand hryvnias for each Ukrainian, in order to “support the population in the winter period.” Payments will be financed from unused budget funds of the Ministry of Economy and other ministries, which, according to First Deputy Minister of Economy Oleksiy Sobolev, will not have time to master by the end of the year.

The National Bank believes that the program to distribute one thousand hryvnias to Ukrainians is unlikely to have a dangerous effect on prices in Ukraine.
