Shmyhal at “Ramstein” offered partners to allocate 0.25% of GDP to the defense needs of Ukraine

Defense Minister Denys Shmyhal at the 32nd meeting of the Contact Group on Defense of Ukraine (Ramstein format) appealed to partners with a proposal to allocate at least 0.25% of GDP to Ukraine’s defense needs. Shmyhal wrote about this in his Telegram channel on December 16.

He also stated that 2025 has become a record year for aid to Ukraine.

“If all commitments are met, we will be able to raise $45 billion – more than in any year since the beginning of full-scale war. The total amount of defense needs of Ukraine in 2026 is 120 billion dollars. Ukraine can cover half of this amount with its own resources. But $60 billion should come from partners,” the minister said.

According to him, the priority for Ukraine is stable and predictable financing of defense, anti-aircraft defense, support for Ukrainian production of drones and other types of weapons that have proven their effectiveness on the battlefield, supply of ammunition, in particular long-range ones.

In addition, Shmyhal emphasized that the PURL mechanism, which provides for sending American weapons to Ukraine at the expense of European countries, should continue to receive funding. Ukraine’s total need to receive PURL packages in 2026 is $15 billion, he noted.

“He emphasized that Ukraine remains committed to the restoration of peace. However, in order to achieve it, we must increase the pressure on the aggressor, limit its resources and expand Ukraine’s defense capabilities,” Shmyhal wrote, thanking Great Britain, Germany and NATO for their leadership in organizing the “productive meeting” of Ramstein.

The previous meeting in the Rammstein format took place in October. At that time, the defense ministers of NATO member countries discussed the support of Ukraine and raised, in particular, the question of involving in its assistance those allies who participate in this to a lesser extent.
