Joint appeal of Nobel laureates to transfer sub -Russian state assets to restore Ukraine and pay it compensation

On February 24, 2025, the illegal aggressive war waged by the Russian Federation against Ukraine, unfortunately, celebrates its third anniversary and begins its fourth year. The fighting took away the lives of tens of thousands of soldiers and wounded many more on both sides. However, the fighting is also directly directed against the civilian population of Ukraine – families and their children who suffer unspeakable suffering. Thousands of civilians, including children, have been killed, occupied, imprisoned or forcibly deported to Russia. The destruction of entire areas and cities, as well as the insidious shelling of critical infrastructure, including hospitals, schools and kindergartens, selected homes and livelihoods in countless people, forcing them to flee. Russia’s war against Ukraine has caused the largest refugee crisis in Europe since World War II, when millions of civilians have been moved within the country and beyond. People and their families have suffered incredible pain, loss and difficulty.

After changing power as a result of the US presidential election, promises and calls for negotiations and peace agreements are becoming increasingly louder. There may be hope that this ruthless war can end with honest peace talks. However, even if this happens, Ukraine will remain a country devastated in many areas. The victims not to return, but the suffering experienced in the past is not corrected. But the future can and should be better.

Reconstruction of Ukraine and compensation to victims of war require considerable financial resources. And who, not the culprit of this illegal war, should be responsible for compensation?

In general, the capital of the Central Bank of Russia around the world is estimated to be 300 billion euros that have been frozen as a result of sanctions. This amount is stored in accounts around the world, mainly in EU and Great Seven countries, namely in Belgium, Canada, France, Germany, Italy, Japan, the United States and the United Kingdom. This money continues to generate additional billions of income because of interest. However, only interest will not cover the estimated cost of recovery, which is $ 486 billion, as well as compensation to the victims of the Russian War – only attracting the principal amount of 300 billion euros will allow it.

We, the Nobel laureates who have signed this appeal, urge the governments of these countries to release these funds from the Central Bank of Russia to finance the restoration of Ukraine and compensate for the victims of the war so that the country can quickly rebuild after reaching a peace agreement. This may require new regulations and laws, which, given the undeniable emergency and gross violations of international law, will be appropriate and therefore will need to be amended. The purpose is to complete the war, to establish a just peace and to provide Ukraine with the future for future generations. We support this case with our voices.
