SAP: two heads of units of the Defense Forces are suspected of abuses during the purchase of aircraft spare parts

Two heads of the structural units of the Logistics Forces were informed of the suspicion – their abuse during the procurement of aviation equipment caused UAH 27.3 million in losses, the press service of the Specialized Anti-Corruption Prosecutor’s Office (SAP) reported on Facebook.

According to the report, we are talking about the heads of two structural divisions of the Central Directorate of Aviation and Air Defense of the Armaments of the Logistics Forces Command of the Armed Forces of Ukraine, they are suspected of 2 Art. 28, ch. 2 Art. 364 of the Criminal Code of Ukraine (abuse of power or official position).

As part of the pre-trial investigation, the SAP established that these managers, abusing their official position, ensured victory in the tender for the procurement of equipment for two private companies, while in order to create the appearance of a competitive struggle for the consideration of the tender commission, the officials submitted proposals not only for these two companies, but also for a number of pretextual

“At the same time, the more profitable commercial offers of another participant were either intentionally distorted or completely ignored. These abuses led to the signing of unprofitable contracts and, as a result, an overpayment for products of UAH 27.3 million,” the report says.

Defense procurement agencies – “Defense Procurement Agency” and “State Rear Operator” work in Ukraine.

The state operator of the rear – a state agency that provides the needs of the Armed Forces in food, fuel and lubricants, clothing and medical supplies – has been operating since December 2023.

The Defense Procurement Agency was launched in the summer of 2022. It is engaged in the procurement of weapons.
