Details: The anti-corruption officers’ report did not specify the name of the ex-prosecutor, but according to the UP, it refers to Kulik, who was dismissed from the Prosecutor General’s Office in 2019.

The law enforcement officers accused him of aiding one of the heads of the State Fiscal Service in the abuse of his official position, which led to the imposition of damages to the state in the amount of over 641 million hryvnias.
As part of the pre-trial investigation, it was established that the business entity appealed to the Federal Tax Service with a complaint about the decision to levy taxes.
The first deputy head of the SFS (this is Serhiy Bilan -ed.), whose duties included signing decisions based on the results of complaints, in the interests of the business entity and with the help of the suspect, did not sign the finished draft of the relevant decision within the set deadline.
On the last day of the complaint review period, the prosecutor demanded all the materials of the complainant’s investigation, which allowed the fiscal authority official not to make a decision due to the lack of documents.
As a result, the complaint was automatically satisfied, and the budget lost the opportunity to collect taxes and fines in the amount of more than UAH 641 million.
The actions of the former prosecutor are qualified under Part 5 of Art. 27, Part 2 of Art. 364 of the Criminal Code of Ukraine.
It is noted that former SFS official Serhii Bilan was informed of the suspicion in February 2025. In relation to him, VAX has already issued a guilty verdict.
