According to him, the initiative is governed by the United Kingdom Prime Minister Kir Starmer and French President Emmanuel Macron.
“What we discuss here is not a NATO membership. What we discuss here is security guarantees for Ukraine under Article 5. And what they will cover will now be discussed more specifically, ”he said.
The NATO Secretary General noted that the guarantees would work after a long -term truce or a full -fledged peace agreement.
Rutte stressed that there was no discussion of the deployment of land troops in Washington, and called the meeting in the White House successful.
He called “very successful” negotiations in Washington.

On August 18, President of Ukraine Volodymyr Zelensky arrived in Washington, where he met with US President Donald Trump. There was also a meeting of Trump and Zelensky with the participation of key European allies. According to Zelensky, the issue of security guarantees was discussed in Washington.
This meeting took place three days after 15 negotiations of Vladimir Putin and Donald Trump took place in Alaska. The main topic of negotiations was the end of Russia’s war against Ukraine, but no specific arrangements were reported.
Against the backdrop of the continuation of the Russian invasion, Ukraine has expressed a desire to join NATO or obtain significant security guarantees from Washington and the so -called European “Coalition of those”.
Moscow, among other things, requires the non -extension of NATO – that is, the deprivation of Ukraine is the right to join the Alliance.
American officials have long rejected Ukraine’s membership in NATO.
