Russian Drone Strikes Cause Power Outages in Five Ukrainian Regions

On April 10, power outages were reported in five regions of Ukraine following drone attacks by Russian forces targeting energy infrastructure, according to the national energy company, Ukrenergo.

As a result of these strikes, consumers in Odesa, Zaporizhzhia, Kherson, Sumy, and Kharkiv were left without electricity. Emergency restoration efforts have commenced in areas where safety conditions permit. Ukrenergo stated that their teams are working diligently to restore power to all affected customers as quickly as possible.

In light of the ongoing challenges in the energy system, Ukraine has implemented consumption restrictions across all regions on April 10. This includes power limitation schedules for industrial users and hourly outages for all consumer categories, a response to the strain caused by previous Russian attacks.

Since the onset of the full-scale invasion in February 2022, Russia has consistently targeted Ukraine’s energy infrastructure. Following a surge in assaults on energy facilities starting in the fall of 2025, the gap between energy generation and consumption has led to prolonged power outages. Although many regions previously faced scheduled blackouts, the arrival of spring and increased output from solar power plants had eased some of these restrictions.

Ukrainian President Volodymyr Zelensky remarked on March 24 that Russian forces continue their operations aimed at crippling Ukraine’s energy system.

The Security Service of Ukraine (SBU) has classified the Russian strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU has documented at least 256 aerial attacks on energy and heating facilities since the beginning of the current heating season.

In early February 2026, Russian Foreign Minister Sergey Lavrov claimed that Russia had not initiated attacks on civilian targets, asserting instead that Ukraine had begun striking its energy facilities.

Recent drone strikes by Russian forces have resulted in power outages across five Ukrainian regions, prompting emergency restoration efforts. The ongoing attacks have led to significant consumption restrictions as Ukraine grapples with the impact on its energy infrastructure.
