The Astra Telegram channel, citing local residents, clarifies that the attack was on the Syzran Oil Refinery. This refinery was previously attacked on March 16, 2024 and February 18, 2025.
Officially, neither Russia nor Ukraine commented on the attack on the plant.
The governor of the Rostov region, Yuriy Slyusar, said that in Millerov, a city 200 kilometers north of Rostov-on-Don, an administrative building was damaged, and there are no reports of casualties.
Amid the attack, airports in Tambov, Penza, Saratov, Samara and Ulyanovsk suspended operations.
In the morning of November 22, the Ministry of Defense of Russia announced the destruction or interception of 69 drones, 15 of them over the Samara region, 16 over the Rostov region. The report does not specify how many drones failed to be shot down.
