Russia seeks to divide Ukraine’s energy system into separate “islands” – ISW

The strengthening of long-range strikes by the Russian Federation on Ukraine’s energy sector is aimed at dividing the country’s energy system into separate “islands” cut off from the production, supply and transmission of electricity, according to a new analysis by the Institute for the Study of War (ISW).

Experts note that the attacks of the Russian Federation in the fall of 2025 and in the winter of 2025–2026 significantly worsened the state of the Ukrainian energy grid and had a disproportionately strong impact on the civilian population.

ISW believes that Russia is trying to reduce Ukraine’s power generation capacity and its ability to provide heat to the population in the midst of winter.

Analysts emphasize that these attacks emphasize Ukraine’s urgent need for additional air defense systems, primarily Patriot systems and interceptor missiles.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy industry.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented at least 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
