Russia obliged to install MAX messenger on all new smartphones

The Russian government has decided to make a MAX state messenger mandatory for all new smartphones and tablets that will be sold in the country from September 1, 2025. The Guardian writes about it.

Max promotion occurs against the background of an exacerbation of the conflict between Russia and the West through the war in Ukraine and the Kremlin’s desire to establish greater control over the Internet. The Kremlin reported that MAX is integrating with state online services and will now be included in the list of mandatory applications for pre-installation on all devices sold in the country.

In addition, from September 1, Apple will be obliged to install a Russian Rustore application store, which is already standard for Android. And from January 1, 2026, all smart TVs in Russia will be pre -established LIME HD TV application, which provides free access to state TV channels.

The state media is trying to refute the fears that Max is a “spy tool” and emphasize that it asks less permits to access data than WhatsApp and Telegram. At the same time, the authorities have already stated the first case of fraud committed through this messenger and reported the detention of the suspect.

The decision to promote Max coincided with new restrictions on WhatsApp and Telegram. Russia began to block some of the calls in these services, accusing them of refusing to cooperate with law enforcement officers for fraud and terrorism. WhatsApp, which in July had 97.3 million users in the Russian Federation, said the Kremlin was trying to block access to safe communication. Telegram of 90.8 million users said he was actively fighting abuse on his platform.
