Literally From the report: “Putin continues to determine the internal Russian audience to prepare for a long war in Ukraine, not for a stable peace built on compromises.”
Advertising:
Details: Putin’s statements and other Kremlin officials in the last days and weeks, which emphasize narratives about the complexity of negotiations, allegedly illegitimacy of Ukrainian officials and differences between the US and Europe, enhance the report that Russia is expecting a long war in Ukraine and peace only on their own conditions.
It is also reported that Putin has directly told Russian businessmen to prepare for a long war.
Literally From the report: “The Kremlin officials continue to spread narratives, indicating that Putin remains committed to his long -standing purpose of conquest of Ukraine and trying to use future ceasefire negotiations to obtain preventive concessions from Ukraine and the United States.”
Details: On March 20, the Secretary of the Security Council Sergei Shoigu repeated the statements that the Ukrainian authorities are illegitimate and that the Ukrainian authorities should cancel the decree from September 2022 to ban negotiations with Putin before Ukraine and Russia will be able to discuss the termination of the war.
Shoiga also stated that Ukraine should change the provisions of the Constitution on “territorial integrity”. The Constitution of Ukraine recognizes the occupied Crimea and Sevastopol, as well as Lugansk, Donetsk, Zaporizhzhya and Kherson regions Ukrainian and prohibits the Ukrainian government to amend the Constitution, if these changes are “aimed at eliminating independence (Ukraine – ed.) Or violation of territorial integrity (Ukraine – ed.).
Literally From the report: “Shogg probably calls the Ukrainian authorities to amend the Constitution to allow Ukraine to recognize Russia’s occupation and illegal annexation of occupied Ukraine.”
Details: The review also states that Kremlin officials are working on exacerbation of tensions between the United States and their European allies to interrupt Ukraine’s support by the West and undermine the NATO Alliance.
On March 20, the Kremlin spokesman Dmitry Peskov stated that “European plans for militarization” are “clearly contrary to” the efforts of Putin and Trump to reach peace in Ukraine, and that Europe became a “side of the war”.
Key conclusions ISW for March 20:
- On the night of March 19 to March 20, Ukrainian troops struck the drone on the Aegels in the Saratov region.
- Russia, Ukraine and the United States have not yet agreed on the details of the moratorium on energy infrastructure. The Ukrainian blow on the Air Base Engels would in no way fall under this moratorium, since it is a military goal.
- The Kremlin has announced that Russia and the United States will hold another round of negotiations in Riyadh, Saudi Arabia, March 24, and it is unclear whether Ukraine would participate in them.
- The Kremlin officials continue to advertise the possibility of future economic cooperation with the United States, probably to demand preventive concessions from the United States to stop fire or peace talks.
- Allies of Ukraine continue to provide financial and material military assistance to Ukraine, including funds from frozen Russian assets in Europe.
- The Ukrainian forces have advanced in the Belgorod region, and the Russian forces – in the Kursk region of the Russian Federation, near Toretsk, Pokrovsk and Greater Novosilka.
