Russian President Vladimir Putin signed a decree on sending in 2026 to a special assembly of Russian citizens who are in the mobilization human reserve of the Armed Forces of the Russian Federation.

According to the decree of December 30, the meetings will be held to “ensure the protection of critically important objects and other life support objects.” The government is tasked with defining a list of such objects, and the Ministry of Defense is tasked with a list of military units for holding special meetings.

The law on the involvement of citizens who have signed a contract to stay in the reserve of the armed forces to participate in special meetings for the protection of critical objects was signed in early November.

The initiative was prepared by the Ministry of Defense of Russia. At the end of October, the relevant draft law was adopted by the State Duma of the Russian Federation.

In fact, the initiative allows for protection of objects in Russia (including anti-aircraft) without involving military personnel who may be on the front line in the war against Ukraine.
